If an oversea company fails to comply with any of the foregoing provisions of this Part, any officer or agent of the company who is in default shall be liable to a penalty not exceeding one hundred and sixteen euro and forty-seven cents (116.47), or, in the case of a continuing offence, eleven euro and sixty-five cents (11.65) for every day during which the default continues.
