(1) The President of Malta may award the "Midalja għall-

Qadi tar-Repubblika" to not more than ten Maltese citizens in any year.

(2) For the purposes of sub-article (1), no account shall be taken of any award made on an honorary basis. when the use of such letters is customary; and

(b) to wear the medal as a decoration in accordance with the rules made under this Act.
