Title II of Book Third of that Code shall apply so far as applicable.
In any proceedings before any court -
(a) for an offence under this Act; or
(b) involving any question as to the payment of any contribution under this Act; or
(c) for the recovery of any sums due under this Act, the decision of the Umpire on any question specified in article 105 shall be conclusive for the purpose of those proceedings.
