The granting of a licence is a concession and a revocable privilege, and no holder thereof shall be deemed to have acquired any vested rights therein or thereunder. The burden of proving the licence holder’s qualifications to hold a licence shall rest at all times on the licence holder. In this sub-article, licence includes and applies to any licence and authorisation, however designated, issued by the Authority under any legislation for whose administration it is responsible.
