In any case where a Local Council fails to carry out any function within its responsibility as provided in article 33, and the

Council persists in not carrying out such function notwithstanding a warning given by the Director, such function may be carried out by any department, authority or agency at the expense of the said

Local Council, and such expenses shall be deducted from the financial allocation of that Local Council and transferred to the entity which has carried out such function instead of the Council.
