The Minister responsible for finance may, after consultation with the Minister, give advances to the Council of such amounts as he may agree to be required by the Council to perform its duties under this Act, and he can give such advances under such terms and conditions as he may, after consultation as aforementioned, consider to be suitable. Any such advances may be made by the Minister responsible for finance out of the Consolidated Fund, and without any further appropriation other than this Act and, by order signed by him authorising the Accountant General to give such advances.
