There shall be a Tobacco Manufacture Industry Wages

Council which shall operate for all employees in any undertaking or in any part of an undertaking, the activities of which consist wholly or mainly of the manufacture of cigars, cigarettes, cheroots or pipe or other tobacco and any form of processing of tobacco, whether by hand or by machine.
