No certificate of development on any development or part thereof may be issued by the Authority unless all fines as may be due by reason of offence against these regulations have been paid. Moreover the transfer of owner or site manager as defined in regulation 9(6) and (7) may not be endorsed by the Authority pending the payment of outstanding fines. SCHEDULE I
