Any vehicle being operated nationally or internationally carrying dangerous goods as defined in the European Agreement concerning the International Carriage of Dangerous Goods by

Road, 2003 (''ADR Agreement'') shall comply with the requirements of the regulations regulating the carriage of dangerous goods by road.
