It is hereby declared that the powers and functions which by subsection (1) of section 2 of the Director of Public Lotto

(Constitution of Office) Act were vested in the Director of Public

Lotto comprise and, except for the purposes of criminal liability, shall be deemed to have at all times comprised all the powers and duties which, by or under the Public Lotto Ordinance and the
