Where a body of persons, whether it is a corporate body or not and whether it has or has not a legal personality distinct from that of its members, is set up with the object of carrying out functions related to the promotion and development of tourism in Malta and is, for the time being, recognized by the Minister for the purposes of this article, the Minister shall exercise such of his functions as he may deem appropriate in consultation with such body or by delegating any of such powers to the body aforesaid.
