Whosoever shall commit an offence against the provisions of article 3 shall, on conviction, be liable to imprisonment for a term from two to five years or to a fine (multa) of not less than five thousand euro (€5,000) and not more than twenty-five thousand euro (€25,000), or to both such imprisonment and fine.
