Every person who makes or keeps wash, low wines or feints, and has in his possession or uses a still or any distillery apparatus (not being a still specially licensed by the Minister responsible for customs, as hereinafter provided), shall, as respects the duties, penalties and forfeitures imposed by law on distillers, be deemed to be a distiller.
