Cap. 445 Art. 5Conditions.

In performing its duty the State may delegate any of the duties set out in article 4 to entities already in existence, or to other public or non-statal entities which may be established for the purpose, provided that the State shall:

(a) publish the conditions under which such delegation is given;

(b) reserve the public ownership of all that is put in trust by such delegation;

(c) reserve the right of superintendence.
