Without prejudice to the provisions of The European Strategic Environmental Assessment Directive, the Minister may direct the

Executive Council to subject any plan, policy or strategy adopted or planned to be adopted by it to a Strategic Environment Assessment or any other assessment as may by law be prescribed.
