No development permission shall be processed and no activity or development authorised by an order shall be carried out, unless and until any fee or contribution payable under article 81 has been paid to and received by the Authority, and any activity or works carried out without such payment having been made and received shall be deemed to be an activity or development carried out without the permission of the Authority.
