There shall be established a fund to be known as "The

Treasury Clearance Fund" to provide for the receipt of moneys that may have to be repaid by Government and for the purpose of meeting any other expense temporarily defrayable out of public moneys, and repayable gradually or otherwise into this fund out of the Consolidated Fund or from other sources.
