The universal service provider so designated shall make available, free of charge, one key to the box-holder. Before providing a key, the universal service provider may require a box-

holder to deposit a reasonable sum which sum shall be refunded to the box-holder on the termination of the lease and upon the surrender of the key and the payment of any outstanding rent.
