S.L. 327.585 Art. 5Exemption.

The Council may resolve to allow an exemption to clause 4.

Provided that such decision shall be taken only if all members of Council are present and vote unanimously to such effect. Provided further that the objective criteria and the reasons upon which Council has based its decision shall be explicitly and expressly minuted within the official documents of Council.
