In these Bye-Laws, unless the context otherwise requires:

"the Act" means the Local Government Act; "Council" means the Pietà Local Council; "locality" means the locality of Pietà as shown in the Second Schedule to the Act; "loitering" means the persistent presence of any person for no apparent reason, however excluding persons who are carrying out a duty in St. Luke Square, Pietà, or in the vicinty thereof.
