(1) Without prejudice to the provisions of sub-regulation

(2), the Local Government (Financial) Regulations, the Local

Government (Audit) Regulations, and the Local Government

(Procurement) Regulations shall apply for the mutatis mutandis Committee, and any reference, if applicable, in those regulations to Council, Mayor or Secretary shall be deemed to refer to the Committee, Chairman and Executive Secretary of the Committee respectively.

(2) In those cases where the provisions of the regulations mentioned in sub-regulation (1) are at variance with the provisions of these regulations, the provisions of these regulations shall prevail.
