In these Bye-Laws unless the context otherwise requires:

''the Act'' means the Local Government Act;

''Council'' means the Marsa Local Council;

''locality'' means the locality of Marsa as shown in the Second

Schedule to the Local Government Act;

''loitering'' means the persistent presence of any person for no apparent reason;

''street'' shall have the same meaning as given to it in the Local Government Act.
