Horse-drawn carriages used for hire or in compensation may circulate within Imdina at all times provided the animal’s hooves and the carriage wheels are fitted with rubber covers:

Provided that the Council may issue a permit for an animal-drawn carriage not fitted with rubber covered wheels to access Imdina on a special occasion.
