Without prejudice to any other Bye-Laws, an animal-drawn carriage shall only enter the locality upon having obtained a valid permit from the Council:

Provided that such permit shall only be issued if the driver of the animal-drawn carriage is in possession of a valid licence X in accordance to the Use of Animals and Animal-drawn Vehicles on the Road Regulations:

Provided further that all the other conditions of this Bye-Law are fulfilled.
