S.L. 37.5 Art. 54Prohibition of trafficking.

Cigarettes whether loose or in containers marked in accordance with regulation 53 shall not be trafficked on shore, and any quantities of cigarettes so marked that it may be desired to land from on board ships shall be conveyed to the government bonded warehouses and entered for warehousing for exportation only.
