Concentrations shall be exclusively regulated by these regulations and articles 5 to 10 of the Act shall not be applicable thereto except in relation to full-function joint ventures which have as their object or effect the coordination of the competitive behaviour of undertakings that remain independent in terms of regulation 4(3).
