(1) No person shall offer, promote, organise or provide any recreational diving service unless such person holds a valid licence for the purpose issued by the Authority in terms of these regulations. Any promotional material shall clearly state the name of the dive centre and the licence number issued by the Authority.

(2) The Authority shall recognise the right of a recreational diving services provider that is legally established in another Member State to provide recreational diving services, or parts thereof in Malta, on a temporary and occasional basis, in terms of the Services (Internal Market) Act: Provided that, for reasons of public safety, when providing such temporary and occasional services in Malta, such recreational diving service provider shall comply with the applicable safety and operational requirements and procedures established in regulations 12 to 23.
