No person shall use any fire or artificial light, other than an electric lighting installation of a safe type or a safety lamp, on any ship which is loading or unloading explosives or in the vicinity of the explosives at the place where such loading or unloading is being carried out:

(b) engine room fires when such fires are carefully tended;
