S.L. 499.12 Art. 5Prime obligation.

The prime obligation, responsibility and consideration of any cargo, ship and bunker barge Master and owner, marine terminal or facility operator and cargo interests, shall be the safety of life, the prevention of pollution to the marine environment, the effective and efficient control of such pollution and the protection of the property of others.
