(2) The technical requirements and procedures set out in the JARs listed in the Schedule shall come into force from the 1st January, 1999 or from the applicability date stated in the particular JAR itself, whichever is the later:

Provided that the Minister may grant exemptions from compliance with any particular provision of these JARs within the parameters for exemptions permitted by the JARs themselves
