S.L. 499.23 Art. 11Licence.

(1) No person shall act as a commercial vessel operator unless he is in possession of a valid licence issued by the Authority in accordance with the provisions of these regulations.

(2) The Authority may, in its discretion and under such terms and conditions as it may deem appropriate, grant such a licence to any person for the provision of services contemplated in these regulations.

(3) The Authority may also make any arrangements or enter into any agreement, as it may deem appropriate or expedient, with any person for any of the purposes relating to its functions in terms of the Authority for Transport in Malta Act.
