No new road in an inhabited area, nor any road made with a view that it may form part of an inhabited area which may hereafter be built up, shall be made without the sanction from the

Planning Authority, in consultation with the Agency and the Authority, as to its course, direction and position, and as to the manner in which the adjoining residential buildings are to be sewered and supplied with water and the surface water is to flow off.
