The Agency, the Authority, and to the extent of any responsibility of a Local Council in terms of the Local Government

Act, a Local Council, in consultation with the Planning Authority, may cause the name by which any road is to be called, as well as the name of the town, suburb or village in which the road is situated, and any other notice or mark which may be considered useful for directing routes or giving warnings about dangerous corners, or for any other public purpose, to be painted or affixed and maintained in a legible state on the walls of any building other than a building destined for divine worship.
