The provisions of regulation 19 shall mutatis mutandis apply in the consideration of applications for development permission affecting protected sites and on determining a reconsideration or appeal under the provisions of the Development Planning Act. Similarly an outline development permit shall not be granted unless the competent authority is satisfied (whether by reason of the conditions and limitations to which the outline permission is to be made subject, or otherwise) that no development that is likely to effect the integrity of the protected site in an adverse manner could be carried out under the permission, whether before or after obtaining approval of any reserved matters.
