When a modification is carried out without seeking the prior approval of the Director, the Director cannot be requested to give a retroeffective approval of the modification and thus shall abstain from taking any cognisance of it. The responsibility of this unapproved modification shall vest in the head of that contracting authority in accordance with the Fiscal Responsibility Act.
