La durée moyenne du temps normalement passé dans chaque échelon est fixée à deux ans pour le grade d'attaché et de chef adjoint des secrétariats et à trois ans pour le grade de chef des secrétariats. Ces délais peuvent être ramenés respectivement à dix-huit mois et deux ans pour les agents les mieux notés.
