Subject to the provisions of article 745(b) and (h), if a particular court in Malta is otherwise competent, such competence shall not be affected by reason of the place in Malta where the thing is:

Provided that in actions touching the recovery of deposits, the competent court shall be that under the authority of which the moneys or other things are deposited.
