(1) The Regulator may also investigate complaints received by the applicant in the prescribed form, about the application process for the granting of Maltese citizenship by naturalisation on the basis of merit, which resulted in the refusal of such application in the manner prescribed under this Act.

(2) The Regulator shall present his conclusions to the Minister.
