S.L. 156.2 Art. 21Financial and human resources.

The competent authority shall inform the Minister of the necessary financial and human resources to fulfil its obligations under these regulations and the Minister shall ensure that such resources are made available. Such resources shall be commensurate with the extent of offshore oil and gas operations and may be recovered from licensees, operators or owners.
