In these regulations, unless the context otherwise requires: "carnation leaf roller" means the Mediterranean carnation leaf roller (Cacoecimorpha pronubana Hb) and the South African carnation leaf-roller (Walk.) Diak.); (Epichoristodes acerbella "the Act" means the Plant Quarantine Act;

"the Commission" means the Commission of the European Community;

"the Department" means the Plant Health Department.
