Whosoever, on the date of the coming into force of these regulations, has unpaid dues on the utility bill and interest is due on the unpaid utility bill under regulation 66(3) of the Electricity Supply Regulations and regulation 30 of the Water Supply

Regulations, shall be granted a partial exemption from the payment of arrears relative to the interest due on the bill upon the fulfilment of the terms and conditions set out in these regulations.
