In these regulations, unless the context otherwise requires: ''Ordinance'' means the Traffic Regulation Ordinance; ''owner'' means the person in whose name a motor-car is licensed; ''vehicle'' includes any carriage, car, motor-car, omnibus, or other means of transport of any class or description intended for the conveyance or carriage of persons, corpses or goods.
