(1) It shall not be lawful for any manufacturer, sponsor, dealer or any trader to purchase any precious metal articles or precious stones, from any person unknown to them without first showing such articles or precious stones to the Consul.

(2) The Consul to whom any such articles or precious stones are presented shall make an entry thereof for that purpose, specifying the weight, quality and value thereof, the day on which the same were presented to him, and the particulars of the person
