Any person found in unauthorised possession of any ticket of clandestine lotto or of any foreign lotto or lottery shall, without prejudice to the applicability of any other law, be liable on conviction to a fine (multa) of not less than one hundred and sixteen euro and forty-seven cents (116.47).
