These regulations shall apply to marine accidents and incidents involving or occurring on board Maltese ships, wherever they may be, and to foreign flagged ships when in Maltese waters or when Malta has other substantial interests: Provided that regulation 6 shall only apply to foreign flagged ships when in Maltese waters.
