Whenever any notice is returned by the Postmaster General because the person to whom it is addressed cannot be found, the

Registrar shall by notice published in the Gazette notify that a registered letter marked and directed to such person as is indicated in article 48 of the Act, has been sent, and such notice published in the Gazette as aforesaid shall for all intents and purposes be deemed to be a notice duly served.
