No motor tractor, no trailer, no commercial vehicle and no heavy commercial vehicle shall be allowed to be landed in Malta unless it carries a certificate of ownership containing the engine number (where applicable), the chassis number, the gross laden weight, the axle weight and such other particulars as the Commissioner may, from time to time, require.
