In these Bye-Laws, unless the context otherwise requires: "Act" means the Local Government Act;

"Council" means the Mellie]a Local Council;

"notice board" means any board, sign, placard, poster, notice, or any other device or representation placed, displayed, fixed or erected in any public place within the Mellie]a locality boundary which is intended for the purpose of advertising or publicity or for conveying any announcement, information or message to the public.
