No charge whatsoever shall be imposed upon the first issuance of the following documents by the International Protection Agency:

(a) an application form;

(b) decision paper;

(c) interview transcript;

(d) asylum seekers’ document;

(e) other paper documents; or

(f) protection certificate (card).
