Without prejudice to the provisions of the Plant Quarantine

Act the Plant Health Department may authorise derogations from the measures referred to in regulations 5 and 7 for experimental or scientific purposes, and for work on variety selection, provided that such derogations do not prejudice the control of the organism and create no risk of spread of the organism.
